[LORENE] New family of orthogonal polynomials in LORENE

Dear all,

A new family of orthogonal polynomials is being implemented in LORENE, i.e
Jacobi(0,2) polynomials. These polynomials, orthogonal with respect to the
weight (1+x)² over [-1,1], might be interesting in order to compute global
quantities in spherical coordinates. I've enclosed a little (and
incomplete) formulary if you want to learn a bit more about them.

Work is on its way. A new type of grid : FINJAC is available in the
kernel, the spectral base name is R_JACO02, operators have been updated,
and PDE tools will soon be updated.
